The United States has proposed a new communication mechanism through which Washington and Beijing could notify one another about artificial-intelligence incidents with national-security consequences.
Treasury Secretary Scott Bessent disclosed the proposal after talks with Chinese Vice Premier He Lifeng in New York. The discussions came ahead of a planned White House meeting between President Donald Trump and Chinese President Xi Jinping.
The concept resembles other crisis-communication arrangements intended to keep an emergency or misunderstanding from escalating. An AI incident could potentially involve critical infrastructure, cyber operations, autonomous systems or unexpected behavior from a powerful model. Officials have not publicly defined what would trigger a notification.

What is confirmed is that American officials presented the idea. China’s response has not been made public, and there is no signed agreement or operating alert system.
The countries also discussed a proposed Board of Trade and possible tariff reductions on selected nonstrategic goods. Larger disputes involving technology controls, critical minerals, agriculture and aircraft purchases remain unresolved.
Why it matters
The United States and China are the world’s leading AI powers and strategic competitors. A reliable channel for reporting dangerous incidents could reduce the risk that a technical failure or malicious act is mistaken for a deliberate state attack. Its effectiveness would depend on clear rules, verification and a willingness by both governments to disclose sensitive information.
