United Nations Secretary-General António Guterres has called for international rules and independent oversight governing advanced artificial intelligence.
Guterres delivered the proposal during his final General Assembly address before his term ends December 31. He argued that governments need a shared system for identifying and managing AI risks that extend across national borders.
A proposal rather than a binding rule
The secretary-general called for a multinational framework with independent oversight. U.N. member governments would still have to negotiate, approve and implement any international system.
His speech does not create new legal obligations for technology companies or governments. It establishes a policy position and invites negotiations.
Why international coordination is difficult
AI systems increasingly influence employment, media, education, cybersecurity and military planning. Countries are also competing for economic and strategic leadership, making agreement on restrictions difficult.
Questions remain about which systems would be covered, how compliance could be inspected and what penalties would apply when governments or companies violate shared rules.
Wars, climate and U.N. reform
Guterres also called for an end to ongoing conflicts, stronger climate action and reforms to U.N. institutions. He defended international cooperation at a time when wars and funding shortages have limited the organization’s influence.
