Russia said Saturday that it would continue strikes on Kyiv and other Ukrainian cities, urging foreign nationals and diplomats to leave the capital as another attack damaged a bridge.
Moscow described the strikes as retaliation for Ukrainian attacks on Russia. That explanation is Russia’s stated justification, not an independently established finding about the targets or legality of individual attacks.
The warning followed repeated damage to Kyiv’s transport network. The Associated Press reported that assaults over the preceding two days had forced full or partial closures of three of the city’s six road bridges across the Dnipro River.
A Russian attack also damaged the Northern Bridge on Saturday, according to AP. Bridges are more than landmarks in a divided city: interruptions can complicate ordinary journeys between homes, workplaces and services.
The diplomatic warning does not itself establish that foreign embassies are leaving. The Guardian reported that Western diplomats publicly intended to remain, while describing growing concern about the effect of infrastructure attacks before winter.
Descriptions of intended targets and military necessity should remain attributed to the governments making them. Damage to a bridge can be documented while questions about an attacker’s intent remain disputed.
