President Vladimir Putin’s United Russia party is on course to retain control of parliament after a national election conducted during the war in Ukraine. Preliminary results reported by Reuters showed the ruling party receiving about 57.5 percent of the vote.
The Kremlin is expected to present the result as evidence that Russians continue to support the government and its wartime policies. The vote, however, took place in an environment where prominent antiwar voices and genuine opposition candidates have faced legal restrictions, imprisonment, exile or exclusion from the ballot.
Voting was also organized in Ukrainian territories Russia claims to have annexed. Ukraine and much of the international community do not recognize Russian sovereignty over those areas and reject voting conducted there as illegitimate.
An election held under attack
The final phase of voting coincided with Ukraine’s largest reported drone operation against Moscow. Russian authorities said voting systems also faced cyberattacks, although officials maintained that neither the physical attacks nor the online disruption materially altered the election.
Those claims must be read carefully. Preliminary vote totals are measurable election data. A claim that the result represents a free and unrestricted endorsement of the war is a political interpretation, not an independently established fact.
Why it matters
A strengthened parliamentary majority would help Putin’s government maintain its domestic agenda, military spending and wartime policies. It may also allow the Kremlin to tell both Russian citizens and foreign governments that political support remains stable despite casualties, sanctions and growing economic pressure.
